"Two Rules" Technical Support System
Applications

The "Two Rules" technical support system is built on a cloud computing platform, deeply integrating core modules such as data acquisition and error correction, assessment rule configuration, grid-connected operation monitoring, ancillary service dispatch, and monthly settlement verification to form a comprehensive management system covering "data preparation - data calculation - result analysis - effect evaluation." Through standardized process integration, the system achieves efficient closed-loop operation of assessment and compensation services, precisely meeting the business needs of specialized departments. With its elastic architecture design, the platform combines high reliability and scalability, dynamically adapting to access rules for diverse entities such as new energy storage and virtual power plants, while continuously optimizing assessment and compensation mechanisms through algorithm iteration, providing practical and effective technical support for standardized power market operation and new power system construction.

System Composition

The provincial-level "Two Rules" technical support system strictly follows the calculation models established in the latest "grid-connected operation assessment implementation rules" and "ancillary service compensation implementation rules" issued by the energy regulatory authority, forming an intelligent platform integrating assessment and compensation calculation, settlement, and process management.

The system constructs a comprehensive management framework with three primary modules: the assessment module monitors operational indicators such as power prediction, AGC, AVC, primary frequency regulation, and reactive power compensation devices, integrating exemption rules for calculation and dynamic exemption. The compensation module precisely calculates auxiliary service compensations for AGC, AVC, reactive power compensation devices, etc., supporting standard dynamic adjustments and data traceability. The end-to-end module utilizes standardized workflows to establish a closed-loop process for result dissemination, multi-tiered review, result publication, and exemption appeals, ensuring the standardization and execution efficiency of assessment and compensation operations.

By employing automated and transparent management approaches, the system significantly enhances the execution efficiency of power companies in daily assessment and compensation management under the "Two Rules," offering standardized and traceable technical support for new energy stations involved in grid regulation services.

Functional Features
  • Grid-Connected Operation Management
Grid-connected operation management is structured based on the "Implementation Rules for Grid-connected Operation Management of Power Plants," summarizing assessment indicators into 14 categories, including generation plan assessment, primary frequency regulation assessment, AGC assessment, unplanned outage assessment, and peak regulation assessment.
  • Auxiliary Service Management
According to the "Implementation Rules for Auxiliary Service Management of Grid-connected Power Plants," auxiliary service compensation indicators are categorized into 12 types, including AGC compensation, AVC compensation, spinning reserve compensation, rotational inertia compensation, and peak regulation compensation.
  • Statistical Analysis
The settlement interface integrates analysis tables for conventional power plants, wind farms, photovoltaic power stations, and energy storage power stations, supporting statistical report generation by power generation group and regional dimensions.
  • Effect Evaluation
Provides multi-dimensional reports and visual analysis for assessment compensation calculation/settlement and three types of power plant management indicators, supporting data display at regional/power plant/unit levels, visually presenting the execution effect of assessment compensation and the implementation status of "Two Rules" management indicators.
